METHOD OF PREPARATION a research sample to determine the structure of syndrome

Yu.S.Savenko

The article offers a combination of a well-known method of polar types with a new method of allocation from the remaining part of normal distribution of the so-called Cantor multitude which obtained by serial deleting the average center of the sample repeatedly. This makes its structure self-similar (fractal), instead of the mixed average . Such procedure significantly reduces sample for more in-depth study and makes it more structural meaningfully.

Keywords: small samples, set-theoretic approach, overcoming average statistical approach, differentiated structure of mixed states.

NEW TRENDS IN RUSSIAN NARCOLOGY: returning to old methods of involuntary treatment

F.B. Plotkin (Minsk, Belarus)

The paper briefly describes the actual situation associated with drug use in Russian Federation. Some official opinions on desirable return to involuntary treatment are cited. The author describes the Soviet system of  Medical-Labour Centers (MLC) where constitutional rights and freedoms of patients were violated in the absence of any therapeutic effect. It is reported about the forthcoming implementation of  the State Program on «Comprehensive rehabilitation and resocialization of drug and psychoactive substance consumers», developed by the Federal Drug Control Service. Оn May 25th, 2014 a Federal Law №313 went into effect, according to which a prison transfer of drug users can be substituted with an alternative placement into a specialized rehabilitation center and provision with a free social rehabilitation certificate. The aims of rehabilitation and conditions for their achievement are described. It is reported that detailed rehabilitation process structure is developed, but its potential at the state-of-the-art level is limited. The specialized state structures are insufficient, but there is a quickly growing number of private rehabilitation centers which according to the State Program will be engaged in court-ordered rehabilitation of drug users. Lack of control over these structures’ activities and problems with evaluation of their effectiveness are pointed out. There is a necessity for local authorities to establish strict criteria for the participating centers that provide rehabilitation accepting social certificates. The author expresses doubts that under existing conditions the aims of the State Program might be achieved. The State Program is implemented in Russia disregarding prevention which is considered to be the most effective and cost-efficient measure to reduce the use of psychoactive substances.
